You cannot cheat the market for very long. If NYC does manage to somehow, by magic, solve the rent cost problem that would only mean more people would want to move there, which would put market pressures that would either result in higher rents or unavailability of apartments.

The US is full of amazing second tier cities that are ready for redevelopment, in the end this path of adjustment and redevelopment of many cities is the only real thing that offers hope, trying to bail the war in NYC where too many people want to live already wont solve the essentially issues

as for rents too high and costs to high, well in the 1990s when I lived in Chicago we wanted to move to NYC, but back then we had this concept called 'not being able to afford New York City.'

Personally I cannot see how these things can be achieved in only a city as the people who will be asked to pay for these things can easily move to Texas, and given the high demand for housing a freeze of rents would just increase demand
