The ICE agents on the surface, apparently, are under trained or poorly trained and haphazardly screened as candidates to be carrying a deadly weapon. Instead of being peace officers they seem to thugs or goons deliberately chosen to be agents. Their situation judgment, apparently seems to be poor.
