Well, heat tape works pretty well. Just wrap it around the most critical exposed pipes.
One thing to watch for: if a pipe does freeze, the ice expands and can easily burst the pipe. After things warm up, the ice thaws and the pipe will obviously leak.

No Terrence your latitude doesn't make any diff :). But the water pipes exposure to the cold air or frozen earth does. So maybe they don't bury or insulate pipes as well in the southern regions. Try flowing a bit more water to bring more heat into the lines.

Actually...no. It cools faster to begin with but doesn't freeze any faster than cool water. Other tips are great though!
