Try babylon 5 from end of season 1 onwards to the end of season 4. We are at this point at the start of season 3 where the nightwatch (a paramilitary organisation) are practically embedded everywhere in earthforce security apparatus. Eyes and ears as well as enforcers, just like ICE.

The wider target for this regime is to invoke the insurrection act in order to cancel the midterm elections. The minneapolis shooting is the latest in a series of atrocities to racket up tensions in US society to achieve that end. X is key in this.
