Maybe the Home Secretary is planning to provide easy access to public transport like the Scottish government used to (but then withdrew)? But it sure doesn't sound like it.

Forgotten, or never taken the trouble to understand the nuance or had it explained to them? I'd say the phrase is almost always used without thinking about what it means. A straw poll of anyone who's heard the phrase would say it's "available for work but choosing not to" rather than the others.
