I think the answer is both obvious and a hard pill to swallow for many computational folks: we need to build more models that have specific physiological correlates that we can use as empirical anchors.

I did a deep dive of search engines a couple of months ago! Of the ones I tried Kagi feels the most like Google pre-enshittification, but it's a paid service (though this is probably a good thing if you care about how they make their money).
