EU leaders attending Thursday's emergency summit are set to discuss changes to fiscal responsibility rules that would allow member states to ramp up defence spending. "These are rules that were introduced 15 years ago in response to the debt crisis that erquire countries to stay below a certain defecit threshold," says FRANCE 24's Brussel's correspondent, Dave Keating.
