I understand is has measures framed as targeting fraud and waste. There's also a lot of tax cuts. Increased deficits. But that’s not the same as a 10% cut per year tied to Biden. Improper payments is a gov't issue on both isles. What I was asking for is a direct, not indirect, link.

Sure. You wrote that Medicaid is being cut “10% per year” as a response to Biden’s GAO report on improper payments. My question is: where in the reconciliation bill or budget documents does it cite that as the reason?
