Whether it's UBI or universal healthcare, the question of "how do we pay for it?" has a very simple response; WE ARE ALREADY PAYING FOR IT! We're just getting a very poor return on our 'investment'.

Not a book (that I know of), but check out the movie Gattaca. Although not the primary character, Jude Law's paraplegic role is central to the plot. It's one of my all-time favorite SF stories, and it ~should be~ a book.
