I may well be misunderstanding, but isn’t this errrrm… normal - although not usually expressed in such derogatory terms. A team goes away and considers an issue, comes up with a solution, presents solution back to decision-maker, for approval. Isn’t that the key? PM could still say no.

Enforceable codes of conduct with meaningful consequences, and much tighter restrictions on 2nd jobs and post-governmental jobs. Maybe also some kind of competency test (basic science, stats, ethics, …) before you can stand as an MP, although I’m wary of putting too may barriers in the way.
