I cannot imagine in any world scenario these sovereign European states delegating part of their foreign policy entirely.

One need only look at how Europe has been divided on the issue of the Israeli-Palestinian conflict to fear for the stability of command of an EU army.

Today, Europeans will have to consider agreeing on the pooling of their military resources and their use. However, the use of military force is closely linked to foreign policy.

Even with a clear American disengagement, NATO remains a very useful military coordination structure.

The American umbrella had one advantage: one country made the decisions, and the others followed.

The @coe.int was forced to create a Special Tribunal for the Crime of Aggression against Ukraine because of the ICC's incompetence regarding the crime of aggression, incidentally.

Fun fact: the ICC's jurisdiction over the crime of aggression was almost harmonised last July, but certain states (France, USA, etc.) lobbied against it.

This was also the case for the war in Ukraine: Ukraine was not a party to the Rome Statute in 2022. Ukraine therefore accepted the jurisdiction of the International Criminal Court on its territory, and the Prosecutor was able to issue arrest warrants against Vladimir Putin.

Venezuela may accept the jurisdiction of the International Criminal Court for genocide, war crimes, and crimes against humanity, even though neither the United States nor Venezuela are parties to the Rome Statute.

However, the Court's jurisdiction for the crime of aggression does not apply here.

The International Court of Justice is a "civil court" that judges compliance with treaties between states.

The International Criminal Court, on the other hand, judges individuals for crimes of genocide, crimes against humanity, war crimes (and crimes of aggression in other circumstances).

Are the preparatory works for Protocol 4 also being digitised ?

It would be a win-win situation: expert responses and reactions within an hour on breaking news, in exchange for money to improve the platform (or even remunerate the creators of these posts ?) 4/4

I think BlueSky would be well advised to monetise an API to facilitate training and web searches for these chatbots on posts by certified users. 3/?

It is indeed easier for a researcher to simply post their messages whenever they want in BlueSky. Its certification will have been a simple investment to make, compared to learning how to use Wikipedia syntax. Its guarantee of reliability is also easier to verify for for a non-expert. 2/2

Absolutely. As an Wikipedia contributor, I have seen the chatbots' responses to my questions improve as I have contributed more and more on my favorite topics. But It is highly likely that BlueSky will also be considered a platform with high scientific added value by these chatbots in the future 1/2
