I head canon that Nikolai cuts and styles his hair, so he thought he could cut sigmas hair. Sigma wanted layers, as Nikolai was cutting he saw how bad he messed up and he just stopped halfway through. (Hence why he's got that choppy ass Christmas tree hair.)
