I feel this gives too much credit to his IQ. Being humiliated will be a side effect, but not sure it’s the intent. He wants loyalty & knows who can bring that in, because his base doesn’t really understand what each role in the government actually does, so they’re unaware of their importance.

Sounds like a function created to do the job Trump doesn’t know how to do. He realized after the first run that he doesn’t know how to do much of the things he claims he will, so it feels like this is him employing people smarter than him to do what he should know how to do himself.
