Of course, if done repeatedly, the biological tissue and electrode are continuously changing, which makes interpreting the results problematic. Maybe that is OK provided the reviewers also are ignorant of neural stimulation bioengineering.

Basically, he synthesized multiple studies on tissue damage to conclude that anything in the shaded region causes damage to the tissue. Thus, the "Shannon limit".
Incidentally, Bob is a great guy, and a great lecturer, if you ever get the chance. I saw him at UCSF multiple times.
