There’s hundreds of step-by-step guides on the net to undervolting and it’s generally quite safer than overclocking since you’re limiting how hard the GPU runs. You’ll likely want to experiment a bit to find your personal sweet spot between acceptable noise level and performance once you get started

Most programs that handle overclocking also handle undervolting (which is what I’m doing) but I just use AMD Adrenaline since I have an AMD GPU. You can lower the voltage to the GPU, lower the clock-rate or both but I’m paranoid and didn’t touch the voltage. Just capped GPU max mhz to 2000 from 2850
