Maybe he's extrapolating from the fact that his pilot, and Trump's, are most likely not being paid.

It was very much in keeping with his frequent complaints (including during the "very fine people on both sides" press conference in 2017) about how quickly the Empire State Building was put up compared with any project today. Still, this is not just any project.

Trump could have easily put out detailed plans for demolishing & replacing the East Wing, trumpeted them as the next great thing, submitted them to the usual planning bodies after stacking them with his own appointees, and then announced he was making the final decision regardless of what they said.
