To sum up, they changed the soldiers from cannon fodder to well-built and tough ones. This helped increase the feel of density of enemy's strength in the game screen. As another side effect, it even helped allied soldiers to look more dependable as well.

Upon further contemplation, I think it's more likely that this could be Yuan Shao's strategist Tian Feng going unique.
Yuan Shao originally ignored his advice & imprisoned him before Guandu, but this could be the what-if turning point where he would be pardoned instead.
