Thanks to the Supreme Court decision regarding presidential immunity, he can do whatever he wants without consequences. The only thing that can stop POTUS is a majority of votes in the house and 41 votes in the Senate. He will pardon any of his supporters that carry out his work if it comes to it.

I saw the comment on Facebook that 20,000 employees have taken the resignation offer. Considering that about 10,000 retire every month, I am guessing/hoping that many of these are taking advantage of the extra money offered when they were retiring anyway.

I don't think this is a buyout. According to the letter, it only guarantees that the employee will not be fired before September 30th. There is nothing that states that the employee is not supposed to be working until then.
