After checking with Google I can confirm that the expected behaviour with denied analytics_storage hits is to include randomised SID and CID on every page load. It does not affect attribution in anyway coz this is done by the modeling system over not consented events.

Yessss, that's my approach too, and thanks for confirming. I asked because a client affirms they got an answer from Google saying 'sid' should populate the same value in non consented hits. I doubted so much, coz technically made no sense. Thanks mate!
