Both had a villain (Karl Stromberg/Hugo Drax) that was a wealthy messianic figure

Both wanted to create a utopia (Stromberg underwater, Drax in outer space)

Both were willing to destroy

Because Moonraker is basically a redo of the previous Bond entry, 1977’s The Spy Who Loved Me, with the space stuff thrown in for good measure to capitalize on the Star Wars craze
