No. How would this restriction help with anything? Reported results matter, not citations. If anybody is citing nonexistent publications, it shows embarrassing and sloppy work. Where are peer-reviewers to reject the paper?

I do not get much scientific info from social media. They only contain promoted, selected, catchy stuff.

It depends on Science field. Biology, chemistry, medicine is in NCBI database. You can search largest publishers of scientific peer-reviewed articles, Elsevier sciencedirect , Wiley online library, Springer Nature., etc. Search main scientific society in your field, e. g. American Chemical Society.
