I’m sorry but if it can be proven that anyone paid for his decision, that’s bribery. If we consider bribery to be an official act we are lost.

Interesting. I never expected this toactually work for congestion. I wonder if it will work for its expressed purpose and intent, which was not congestion but to bridge a 1.5 billion dollar budget gap. If it does both that’s big win. If not, they will be looking to raise money somewhere else soon.
