Control of Congress will depend on winning over less engaged voters. Hence calling for reform instead abolition and reminding people that Trump was a total failure in making life in the US more affordable.

Come the midterms this will be a handy club to beat the Republicans with.

Abolish ICE is popular with people whi follow the news and/or have its boot on their necks but this is preaching to the choir. Anyone willing to abolish ICE is not going to vote Republican anyway.

This is not perfect - DHS includes not just ICE but useful departments like the coast guard and FEMA - but it does less collateral damage.

Democratic strategy seems to be to offer basic reforms to ICE that seem reasonable toʻ voters but will still be rejected by Republicans.

Using this threat they have gotten the Republicans to agree to fund the rest of the government for the rest of the year in return for a 2 week continuing resolution for DHS.

This strengthens their had as they can stall DHS funding without cutting pay to the military or other popular programs.

It seems that the Republicans in Congress are either true believers or sufficiently cowed to be unlikely to oppose him in useful numbers.

That leaves the Senate filibuster and the threat of a shutdown as the only tool the Democrats have.

Looking at this as a non US citizen / non US resident it seems to me that the Democrats are playing a weak hand quite well. The Republicans hold the White House, and majorities in the House and Senate.

Internet says Minessota allows open carryon handguns with a permit. I have seen a video where Minneapolis police stated that Alex Jeffrey Pretti had such a permit.
