legal to introduce any bill to Congress. It Still needs to be ratified by lower and upper houses of the legislative branch (House of Reps and Sen.) and signed by the head of the executive branch (POTUS). Then if any lawsuits were raised through the courts to the SCOTUS it could be repealed.
