It’s fine to have crossings where peds and cyclists have to yield to through traffic. (but this only works if traffic is very light, slow, and you don’t have to cross more than one lane at a time)

I live in a major city and the zoning of my neighborhood has the explicitly stated goal of “protecting the area from invasion by denser types of residential development”
