is to claim to want better bike lanes, while making sure no car lanes are removed, and little or no parking is lost. While spending money rearranging the furniture.

What does "...or upgraded" mean? In the current year's budget, not a single meter of new protected bike lanes was funded. Instead the materials in Exhibition St are to be replaced with expensive bluestone. /3...

e.g. new metro tunnel is part of a 100km long suburban route. Equivalent population accessed in NY dense city would be about 20km.
4. At low densities, fixed rail is very expensive to build and run, and doesn't reach it's potential of about 40,000 people per hour.

Here's how density works, using New York with 20 times Melbourne density as comparison:
1. Transit operator has 20 times as many customers per stop.
2. Distance between destinations approx 4.5 times greater (cycling less attractive)
3. Transit needs 20 times as many vehicles and drivers.

"As previously advised, assessment of all relevant documents has been completed and a decision is drafted. However, there is a need for review and Executive endorsement of the decision prior to release. Unfortunately, we are still in the review and Executive endorsement stage."
