It's a picture of and ICE officer screaming like a little diaper coward. I am placing it side by side with Chippy from Tim and Eric Awesome show, who is making the same pained, fearful expression. This is a picture of Chippy from Tim and Eric Awesome Show. Let's just say that the "where's my chippy" scream the character does is awfully similar to the expression a certain coward to the left of this photo made recently. In fact, I would argue that the terror in each characters eyes betrays their similarity. Chippy is essentially a screaming baby with facial hair in this photo. You see what I'm doing??????? You see the comparison?????
