China tends to be highly sensitive to the overall if not happiness than complacency of its people (its core ethnic population anyway). Its bureaucracy tends to be unified in purpose and efficient

I promise you that non-operative trans women in a locker room or gym feel far more anxious being there than the cis women around them; but trans women absolutely would be far less safe in a men’s locker room than any cis woman is with a trans woman in the women’s locker room.
