i think selling the multiplayer standalone at a discounted rate would help bring in players interested exclusively in multiplayer, though this would be dependent on the singleplayer being good enough to consider offering separately

if i'm not mistaken they had to patch the feature 3+ times because people kept finding ways to submit false reports

you're right, but i think most of the legitimate concern with reporting was how exploitable it was on release
