I was just constantly fast traveling to area 5 cuz it still spawns him in, and eventually he'll be shiny! Like not even checking to see if a shiny spawned just fast traveling, and thats how I got him! The shiny charm helps though! When you get the chance get it, its rough but so worth cuz its broken
