Very simple. Atari edict was that a small group of Atari devs would make literally all of their Lynx games with the promise that there would be third party support/expansion with a hit system. This didn't happen and that division was overtaxed. Atari planned for Jaguar to be the same, they said "no"

I'm not sure what's going on there, but on the next page there is a comprehensive strategy, as was the format at the time.

Probably the next controller I am buying.
