It currently takes 21 minutes from downtown to downtown on the 94 express bus, very comparable to driving. Of course, YMMV since nothing actually happens in downtown St Paul anymore (except my job I guess, lol)

Valid points all around. A huge factor as well is land use around transit stations. Green Line actually travels at similar avg speeds to NYC subways (~14.5mph), but instead of stations being near things, they're buffered by football-field sized parking lots (and then a freeway trench)
