As I recall, code blue is for serious situations. I can only remember two code reds, when Angleton passes out from being almost repossessed, and the vampire elder attacking the New Annex. So maybe it's when Laundry personal are under threat.

The movie. For all it's myriad flaws (someone should have been shot for the gondola-hovercraft scene) it does have some decent scenes and dialogue.
