In the 2000s Hemson Consulting projected population growth for non-Toronto cities by how much greenfield land there was. They only projected a 0.7% growth rate for Hamilton based on that, becoming a self-fulfilling upper-bound on zoned capacity, imo. hemson.com/wp-content/u...
