A lot of times this is caused by how the engine the PDF was created with wasn't great and it focused on what it looks like vs. making a good PDF.
I have found really the west way to get around it is to rasterize (convert pages to PNG), create a new PDF and then try OCR again

It's a known issue and they are working on it.

I literally just had a conversation with a customer about this today who told Google that they get answers from ChatGPT rather than going to Google. It feels just a matter of time before they start monetizing that. Where is that form?
