Not a doctor, but could be benign paroxysmal positional vertigo. Have you tried the Epley maneuver?

Even more impressive for having lived in Northeast Ohio with road salt. These weren't rustproofed very well

If you want the tiniest nugget of good news, I got my e-bike back from the shop for it's first service after 1600 miles of use. Nothing needed except a few adjustments. It's also clean, at least until the next rainy day...
