This is called a Notice of Proposed Rulemaking on modernization of the nation's alerting systems. But it contains no proposed rules. Even the appendix which states the need for and objectives of the proposed rules doesn't identify such rules, because there aren't any.
The FCC is seeking public comment on modernization of the EAS. The last face you may see in this life may be very orange.
