The Huntress and her falcons are superb at controlling the enemy, the falcons can harass, distract and attack enemies as well as lend support to allies.

I think he's just a guy who got screwed.
But he is intelligent, organized and his planning was impressive. I would assume he's also planned for the manhunt. Be funny if he unmasked here on purpose and is wearing prosthetics.
