If a Golem nominates a second time, you have to just run the nomination. They are cheating, and you should talk to them about it. It's possible they just messed up. But the alternative is to not allow it, thus rewarding the cheating by confirming they are the Golem. Usually they end up looking shady

I think perhaps you've misunderstood how the character or the game works. You don't kill the Atheist to win the game, you kill the Storyteller. The Atheist is telling everyone in town that God (The Storyteller) isn't real, and that you should kill your belief in them in order to be free.
