Looks like ‘expected’ behaviour to allow the reflow of the image caption to take up additional height. It’s a non-scrolling modal so it is balancing the available space for the content which is why portrait images are affected more noticeably I think.

Maybe - When ‘you’ see non-alt text images drop a reply in to request they add it in future - many don’t know to.
