Plus, if it was an institution started by the Plumbers, then Max could've helped Ben, Gwen, Tetrax and Gluto get in rather than having to go in disguise.

Thomas Perkins doubts the Plumbers had anything to do with it. Because even though there are alien Plumbers (like Magister Labrid), the Earth Plumbers are serving as a mostly Earth based MiB type group originally. Then Incarcecon seems out of their jurisdiction.
