I’m not an IT expert by any means, but I am someone my extended family *sees* as an IT expert, and I’ve improved the performance of Windows on a couple of older laptops from “barely livable” to “almost acceptable” just by disabling or restricting file indexing.

Lots of people implying this in the replies, but if you don’t have an SSD then it might be the hard drive and Windows file indexing.
