Anecdotal evidence: I was arrested by plain clothes officers in 1979. I had supposedly stolen someone's rucksack. The person in question was on the way to India.

the case was delayed until the 'victim' of the crime was available.
She was called as the first prosecution witness and told the court that I had never touched her rucksack.
I was rightly acquitted.
If found guilty in magistrate's (most likely), I would have been looking at a stint in prison.
