Because it's ranked-choice-voting, there isn't a big risk of splitting lib/prog vote. Most likely, he would help the lib/prog vote by being the candidate that can most directly attack Adams, making it more likely Adams isn't ranked by people at all, making it more likely that lib/prog wins

Also, the money is ear-marked to fund the MTA, which disproportionately benefits those with lower incomes (and no cars)… a main reason congestion pricing is happening is as a way to increase funding for the MTA
