Well, if we had fewer incarcerated people that would be at least one of the ways to address some of it.
There's also an interesting psychological break that happens when something is mandatory with no perceived benefit, like a census, first when something is voluntary with a benefit like voting.

I don't think incarcerated should have the right to vote taken away in the first place. That's always felt unconstitutional to me.

Don't be silly. The best way to reduce prison population is to have a society that believes that all members are equal and fully integrated, intelligent use of community service, and ban for profit prison systems. Drug rehabilitation and mental health are only a small component.
