Yes, but: both 'Grand-Elf' and 'Gandalf' are *both* supposed to be *translations* of a different language (Westron for 3rd-age hobbits; I don't know what Nori and the Stoors would speak).

So it could still be wordplay, or sound similar, in that language. ("Gandalf" would have a different name)

No it didn't; in-fiction, the whole book (& show, I guess) is translated, including names. If you read the appendices Tolkien is explicit about this.
