I would also add the DOD removed satellite access for NOAA on 6/30. The more we hear about this catastrophe, the more we also learn could have been in place to keep Americans safe.

I define prevention as the ability to minimize impact given the most relevant information from experts at the time. Natural disasters aren’t 100% preventable, but more could have been done to prevent the severity. KY had a midnight EF5 and no warning. Again - more could have been done for prevention
