A lot of times the people who take the survey's aren't ACTUALLY answering the questions, but rather in the mindset of "How was my experience with [service]", ignoring the actual questions.
I've seen enough stories of person who didn't like a movie, so they said the theater was bad

I think it's just the angle;
If it's the underside it should start a bit lower to show the neck meets under chin, and the chin should be sitting up a bit higher.
If it's forward, you should see the under-chin at all.

I struggle alot with it too though; not typically an angle one views haha
