The why is because blind and partially sighted people ask that alt text only be used for descriptions of the image. It's a reasonable adjustment to make life easier, and if people bend the guidance to suit non disabled needs, it excludes disabled people. I'm not trying to be difficult!

Here where it says "Image descriptions aren't for adding photo credits, inside jokes, extending copy or for boosting Search Engine Optimisation." I'm afraid it doesn't matter if there's a caveat in the post. Adding extra copy doesn't help blind and partially sighted people know what the picture is.
