In 1920 the rock was moved to build under it and the waterfront was relandscaped. When you look at older pictures it’s pretty obvious it was never at sea level. Today it’s underwater frequently. Here’s [Boston’s sea level](tidesandcurrents.noaa.gov/sltrends/slt...) via NOAA
